This is a hacking guide for the game files contained in Terror From The Deep. Most everything is represented including liglob.dat (money), soldier.dat (soldiers), base.dat (items and facilities) and obdata.dat (weapons and items). More for the advanced hacker than the beginner, but it does a good job explaining things.
